I am getting roughly 5fps while drawing a circle in the Draft Workbench. Here is a new recording with 0.16, with a frame counter capped at 60. and unfortunately the results are similar. I therefore grabbed 0.16 and performed some tests again. Jmaustpc : agreed, there is not much point in reporting on an obsolete version.
